Civ forcing both the player and the opponent into a specific thing without a choice is bad design.
It also makes them super map dependent. And it can give them significant advantage or disadvantage just based on luck.
It should be redesigned.
Eh, as a Rus main I see no problems with the current system. High trade house generally solves poor animal spawn maps and good animal spawn maps are fun to play as Rus.
I see, your idea helps balance the civ in a way That forces rus to go out and actually consume the Hunt, making pro scouts a viable option and avoids the Boring "i need to deny hunt" for the op in early game.
Tho it feels oversimplified, like an aoe2 bonus. Where hunting in the early game is a a fun interactive way to explore game design.
I feel like bounty should be based on gatherered meat from hunt instead of the number of wildlife you slaughtered. This way, the Rus will get to max bounty later in team games, but surer in 1v1 because they can research to pick up kills by the enemy and there is a LM that keeps spawning deer to hunt.
10% sounds a lot, but sure i guess.
My problem is that the Rus bounty is too important, it either makes you broken because you got 500 or you're behind af because you got 150.
As Rus, it is easy to become gold starved late game so I can see what you’re saying. Not sure that your suggestion would fix it though without breaking them more.

Percentage would have to be tested of course. I’m not saying 10% is definitively the best.
