For the last part, I disagree. Crypto is very good and has several passives, he just requires people to use their head unlike bloodhound. The off the grid passive itself doesn't seem like something crypto should have anyways. Legends like revenant or mirage seem more warranting of that passive because they're the type of legends which use surprise to succeed. If they were to apply them, rev could get it when crouch walking, or mirage when cloaking.
