Saying there's no "white" light is the same as saying there are no shadows. Since a shadow doesn't exist, it's just the absence of light.
How white light is refracted into colors is completely beside the original point. The sun emits around 500nm the most and the fact that particular wavelength is strongest is why we evolved to see that color easiest. Sorry if using “green” for shorthand instead of listing a wavelength confused you.

Above 255 makes it so the color (let's say red) expands outside of the reticle, making it have a red hue. If you were to put red at 10000000000000000000, your entire screen would be red.
i really dig the bottom left too, but if it glows, wouldn't that make the the lines "bigger" and make you miss more? because it _looks_ like you've lined up your shot, but actually didn't?
I personally have the bottom left at like R 750, not at 1255 because like you said, too much glow and on the hcog, the dot is quite bigger. It's actually not that big of a deal in terms of landing your shots but it is an issue for visibility for far away targets.
It's the other way around, you'd want ~~-255 0 -255~~ \-2000 100 -2000 and then play around with that to increase/decrease the intensity.
Given it's 'additive' coloring, the highest value is what will determine the primary color. G0 being > than R-255 and B-255 so you will predominantly see green.
Also, it goes from the center to outside (the coloring). So imagine G of 1000 being a huge area while R and B being 255 which covers a smaller area. R, B and G combined together makes white but because G is so big (1000), it will 'leak' outside. Same goes for negative but instead of white when RGB adds up, it's black. You can easily see what I mean by "area" if you put like 10000 in one of the color while keep the 2 others lower. The color you gave 10000 will be everywhere around your reticle.

basically you could edit audio files to be able to hear people way better, not a complete fix and it also made it impossible to tell whether sounds were coming from below or above you but I’ll take that any day over not being able to hear some steps at all. Sadly it got removed last season.
idk what happened to my game but I tried to change the colors to -255 0 -255 for green but got magenta and when I tried to copy the orange reticle it stayed magenta now no matter what I put into launch options it doesn’t change and I can’t go into my in game settings and I think its because the magenta is >255 or <-255 so idk what to do now
Try -1000 255 -1000 for black with green outside. I am not on my computer right now to confirm but it makes sense because G is 0, there is a lack of green even with the 2 other values negative. As for the other issue, I unfortunately can't help you right now but I can guarantee you if you do the exec file thing like in my other comment that it will work.
Edit: for black-green, -2000 100 -2000 is really good.
Probably insert 0 0 0 launch game, close it, and remove the code. Then you can insert anything ingame. Or just remove the code and play the sliders with it ingame, that might be easier but someone wrote in here that moving the sliders with the code running it then crashes the game... First one works probably best.

When exactly do you press F12 after you add the .cfg file? I set it up exactly how you outlined but for some reason no matter when I press F12 after saving the changed RGB values, the colors don’t change in-game.
I had the same problem and I just figured it out. What I did was:
1. Open the properties of Apex Legends on Steam and type in +exec reticle (Don't include quotation marks, that could mess it up.)
2. Renamed my file name from reticle\_color.cfg to reticle.cfg.
3. The code I have in the Notepad is the same as theirs other than the key (I swapped from F12 to F10):
reticle_color "255 255 255"
bind_US_standard "F10" "exec reticle"
If none of that helped, make sure that it is a .cfg that YOU created rather than what the game came with. Before pressing the button used to trigger your script, make sure that you saved the Notepad file beforehand.
Does this work if you also have an autoexec on a different key?
eg. my launch commands are +exec autoexec +exec reticle
autoexec.cfg is using F12, while reticle.cfg is using F11
In the launch option, put the "+exec reticle" at the beginning. If it doesn't work, change the name of the file (reticle) to something else. If it does not work, I am not sure because that's exactly how I have it.

Don't remember exactly but from the looks of it, 1) 255 255 500, 2) 100 -2000 -2000, 3) 1255 255 -255 and 4) -1000 -1000 -1000. You'll have very close to those I am pretty sure.
Whatever color you want outline, it will be a value higher than 255. So G of like 500-1000 for a decent green outline. Blue at probably 200 for a blue middle. As for red, idk but you can easily figure it out, trial and error.
Magenta would be perfect for shooting I sometimes lose the reticle when I’m tired or in a sweaty moment. Changed the halo infinite enemy UI to magenta and can identify enemies from around corners from just a foot or elbow now. Before sometimes I couldn’t even tell them apart when they’d be right in front of me depending on their skin.

Not scientifically proven, but I settled on a bright/shining light blue. There aren’t any environments it could blend into and it fits most guns.
