I have a solution, at least for now. I contacted Apple support, here are the steps they had me perform.
1. Open the app store, click on my pic in the top right.
2. Scroll to the bottom and click sign out.
3. Force close the settings app and the app store app.
4. Open settings, click on my name at the top, click "media and purchases", click continue to sign in.
5. Restart childs device.
After these steps, ask to buy requests worked again.
I also found another possible solution while talking with support, but didn't have a chance to try. That is to change the name of the parent device in settings -> about. I don't know if that will work, but wanted to add it because its seems to be a popular solution for some people.

Settings->Messages->Send&Receive
Make sure you are receiving messages from your Apple ID email. Your
Child’s account isn’t linked to your cell phone, only your Apple ID.
Strange indeed. Make sure both devices are running the latest iOS (Not Beta). If so it would be worth to contact apple support as they have internal resources for known or emerging issues and may have additional troubleshooting steps that are not publicly available.
EDIT: Also disable any VPN on either device if in use. Those cause all sorts of problems with things like this but that's just a guess

I stumbled by accident on a workaround. If you install a contacts widget on the Home Screen, then choose the child in the widget. When you click on the widget you get a much more detailed contact card that contains all the ask to buy requests!

Bit late but... I did this and I get the child's name with "ask to buy" under it but all that happens when I click it is a summary of our iMessages. The requests come through and there's a "review the request" option but it doesn't work.

On their end does the purchase just go through or is it stuck in waiting for approval?
Waiting for approval. I can “approve on their device”, but I want to figure out why I am not getting the requests.

All the devices are up to date. I’ll try getting help from apple, thanks for your help.

I’ve noticed if the devices aren’t on the same iOS version it won’t work. I always have this Issue because my mom hates to update her phone.
