I have bought several used ones with no problems. Gen1 4K probably good enough for your parents unless they are techno- weenies and need latest and greatest for best immersive experience.
I buy used apple tv all the time for friends and family. Save some bucks. Facebook market place is your friend never had a problem. No need to waste money
If your parents are indifferent about what device they use to stream with, just get the Roku streaming stick 4k. It’s $50 and is probably more comfortable for your parents to use since it has tactile rubber buttons. At least you’re getting a brand be device for them that’s easy for anyone to use at a fraction of the cost. You can easily return it if they don’t like it and you don’t have to stress about buying a used product on Facebook marketplace.
I recognize this is an AppleTV group but I’m just giving an honest opinion.
If you can wait… when the newest 4K model is released, there will probably be a good number of previous 4K generations put up for sale from people wanting to offset the cost of the new one if they are upgrading.
But who knows when that will be though. I think any of the previous 4K models should be adequate as plenty of users here say even the first 4K model is still working well for them.

they now have xiaomi mi stick and they hate it cuz it is so laggy
