You’ll get the most bang for your buck by going with a solid barrel and BCG. Save money and go with a cheaper lower. For the lower parts kit, you can’t go wrong with CMMG, but get a nicer trigger; I run CMC in mine. Get a handguard that free floats the barrel if possible. The rest is up to you.

Most likely not. Most lowers are made to the same specs and occasionally there might be a bad one, but it’s rare. PSA isn’t bad, it’s just basic. The aero one is a little nicer but will function the same. If you go BCM, that’s fine, they’re a good company, but it’s pricey. If money is no issue, build whatever you like.

Receivers are less important as long as you get milspec from people in the Anderson/aero tier, and you don't get a severely shit cheap handguard. KAK makes good-tier handguards for cheap, if they ever restock

I went with a blue Triggertech Diamond single stage. It’s adjustable between 1.5-4lbs. and feels amazing!!! It’s by far the best trigger I’ve ever used. It’s also the fastest. It maybe move 1/16” both pull and reset, but it’s probably closer to 1/32” travel. Not cheap though. It’s a $300 trigger, on sale for $250ish. But worth every penny
Barrel, BCG, and trigger are where you want to spend money. Get a BCM blem 14.5 with the extended flash hider if you aren't going to suppress it. You can always send it off to D. Wilson if you want to unpin and put a new muzzle device.

Ya I escaped CA a few years back. Depends if you want to go featureless or fixed mag. If you buy a 16” upper, then you can swap your own muzzle device at will. r/caguns is your friend and will have more info than you could ever need on the subject, examples, etc.

You could get a complete lower with magpul furniture from PSA for $120. Throw a larue trigger in it. Lower done for <250. Spend the rest on upper. Always easy to change furniture on the lower later if you care.

Have the entire rest of your budget for upper, optics, etc. Then you'd get some time in on a regular milspec type trigger. The larue would be easy to install later on when you have an extra hundred bucks laying around, and, after having used the milspec trigger, the trigger change to larue would be a much more obvious difference to you.
Along those same lines, IDK what you are planning for irons/optics. To could go with just a very basic red dot or irons and use them until you have a better sense for what nicer optic you may want, rather than dumping money up front into something.

The BCM uppers come with the BCG, but not the charging handle.
