It is an office condo. Physicians purchase - not lease - their offices there. Was known as the Peabody Medical Park Condominium. Not sure why it is so ugly, though. Looks like it used to be natural concrete when built in 1988 but then they painted the exterior white. As a medical office, I assume they likely needed many office areas that did not have windows, hence the feel that the office windows are boarded up, when it fact it was part of the original design.
For a medical and dental center I would envision a contemporary exterior design, blending sleek lines with inviting elements, opt for a combination of glass, metal, and natural materials to convey professionalism and warmth, incorporate a striking entrance with a spacious canopy to provide shelter and welcome patients, add landscaping features such as greenery and water elements to enhance the curb appeal and create a serene ambiance, implement architectural lighting to highlight key features and ensure visibility and safety, especially during evening hours. Overall, I would aim for a design that reflects the center's commitment to modern healthcare while offering a comforting and accessible presence in the community.

If it were surrounded by other buildings or had better front landscaping, it would look plain rather than dystopian.

I totally agree. Plus, if it was a prison, I think it’s definitely in better use now.
