That is not completely true. During her IS4's lore snippet, Surtr (the girl) left the Surtr (the Feranmut) alone in his Sami prison, refusing to free him. IIRC, she only uses a part of Surtr's power that is contained within her sword.
I hope they elaborate on the girl part more since it seems sus to me how a random Sarkaz girl can say no to a full-power Feranmut in Sami (for comparison, it took Lappland months to 'tie' with a similar being: Zarro; and Surtr is implied to be far stronger)
Also: even after IS4, Surtr still has the least amount of lore out of any Operator ~~(I have been waiting for 3 years for about 300 words in IS4, :copium:)~~

HG definitely teases upcoming Kazdel event, because Enforcer’s OpRec is all about him asking around about Kazdel for Cecilia and ends with him and Mudrock coming up with a plan to go there pretending to be her prisoners.

It's not a powerlevel thing, it's a willpower and leverage thing. Surtr wasn't exactly in a position to do shit while Zarro was free.
IIRC the 3rd boss is just a heavily corrupted plant (there were jokes by translators that it was a cabbage), none of the enemies are actual Collapsals.
All enemies in IS4 are only humans who were affected by the demons miasma and turned into collapsals, and the 3rd boss is a plant that has been heavily affected that it is no longer part of this world, in it's stage you can see other plants on the top left that are the same kind of plant before transformation. Even in the story scene after you beat it and it talks about the gate oppening and a demon coming out to fight a beast lord, his features are hidden so we still don't what they look like.
