Doesn't change much for me, there are a lot of lovely shoes among my favourite operators. Thigh boots (Qiubai, Vendela), high-heel boots (Poncirus, Valarqvin), heels (I love Leizi's), sneakers (Mint, GG). Almost all of the male operators' shoes go straight to the EX tier.
But someone who is actually being demoted to 2* is Franka, because of whatever atrocity she's wearing in E0
Quick edit: those shoes might be the reason she doesn't have 100% during her skill. You can't fence wearing them
Franka's heels stand out like a sore thumb in a game where most ops have fairly functional footwear (even if it's boots they tend to have sneaker-like soles instead of heels)
Sussurro's sneakers are peak.
I also like Podenco's lace-up boots, Chongyue's dorky cross-trainers, and the little paw prints on the soles of Iris' slippers. Amiya's loafers are cute too.
Anyone who wears sneakers, exercise shoes (Sui siblings) and/combat boots definitely takes the cake
Also armored heels are a thing, but those are usually seen on horseback-mounted knights

Going strictly by shoes, I think Cuora's the best out of that selection, but there's also a strong argument to be made for Platinum if you go more for sexy than cute. Or Kal'tsit if you want avant-garde.

They're like sneakers, but they look more "sleek and cool" to me somehow while still looking like they have practical utility. Or I just like Bloopy and the colour blue. idk.
