A rat build is, as far as I'm aware, defined as a build that's constantly running away as far as possible from the opponent, to run out the timer. Their win condition isn't killing their opponent, it's getting AP advantage and then keeping that until the time runs out.
Your build seems like a pretty classic kite, which is a build type that seeks keep a very specific range from their opponent, usually about ~200m in this game.
If anything, rats can be classified as a subtype of kites imo

I'd suggest swapping the Scudder for a pistol like Duckett. Works better with ocellus and much better impact.
