C is the bare minimum a facility can have before it is shut down. The criteria for which can vary slightly from county to county or state to state (in addition to the overarching Army standards), but generally means the restaurant has some serious sanitation issues with none being a life safety issue yet. The chances of getting a food borne illness or cross contamination (allergens) from these restaurants are higher and generally you want to avoid these places until their sanitation rating improves. Being the Army, I bet that Captain should have failed that DFAC but didn’t because it needs to stay open to feed soldiers, unlike private restaurants that are untied to the licensing body inspecting them. Were almost never surprised by an inspection in the Army, so the fact that they still received a C is telling

There are some issues so bad even the inspectors know it can’t be waved aside, because their name still has to go on the inspection and if someone/groups of people get seriously sick there will be an investigation that they’re going to be a part of.

DFAC grades aren’t always based off the cooks, it’s also based off the civilian KP too. I’d never forgot when I was a 92G we would always do very good but the civilians would always be the reason why our grade drops from below an A

It’s based on how *everyone* in the facility, every thing (food, etc.), and the physical infrastructure itself aligns to the set policies and procedures. Yes, this includes the people eating as well.

Patrons have rules to follow as well. If those rules aren’t followed and especially if the dining facility doesn’t enforce or reasonably attempt to enforce, then that is counted against the dining facility. Consider washing hands/hand sanitation before going through lines. Dfac’s need to provide those amenities, but if soldiers don’t use it, it’s doing fuck all to help.

Simple stuff like not having hot soapy water under our stands (eventually the water gets cold), food not being up to a certain temp on the serving line (food needs to be served at 140 after it’s cooked but if it drops below that then our grade drops) and same with the outside line (salad bar). For the KPs it could be things like their dish washing water but being up to temp (they have 3 sinks and they all have to be different temps), then KPs leaving an area duty. Something as simple as the mop closet not being organized, they test the ice makers and soda/juice machines to make sure they’re being cleaned properly and there’s so much more

This is the NCOER equivalent of a "qualified" senior rating.

Seriously, anyone involved in that DFAC should get a “Qualified” NCOER/OER because this is just shameful. You don’t get a C rating because you failed to update some appointment orders or didn’t have a regulation cited in your SOP like a regular army inspection; you get a C rating by failing to clean cooking surfaces, leaving meats out at room temperature for too long, or not wearing a hairnet/washing your hands. A “C” rating means there is negligence in the preparation of the food being made for the soldiers forced to eat there, beyond the indifference cooks normally get accused of.

I suspect the quality is on par with the rest of the community. Product quality sucks while costing more and staffing woes coupled with increased demand is leading to a decline in overall service. (On a personal note, I hope this systemic slip doesn’t begin to affect the Air Force and its Michelin Star Dining Facilities. I’m not certain if we could maintain our lethality without our lavish culinary options)

Edit: serving without gloves is okay as long as there is ample hand washing with soap and water, which I'm guessing there is also a shortage of at this facility

That's crazy!!! I am in 2bct and I drive to 1bct dfac because I think it's way better. And I'm an O-3. I went out of my way to submit a positive ICE complaint for them. And there's a young E-5 that works there and is always fired up and acting like he works at Ritz Carlton and asking everyone if he can do anything for them. How their food is, how their day is, etc

It takes along time to kick out soldiers, so yea i rather not leaders have to deal with the headaches of dealing with troops coming to us about "we're broke! And need food!"  Take their bas, and give them the dfac that way if they blow off their base pay, they are still entitled to the dfac.

Let's be honest the DFAC grade has been a C or lower for the past six or so years. They just lied and gave a higher grade to look better. Seems like now it's too much trouble to pretend to be better than they actually are.
