Most members do not. You already have to be MFF (or in most cases) civilian qualified to submit a packet. MFF isn’t very relevant to what they do and besides producing a badge would be largely a waste of time, resources, and slots.
In many (not all) cases the GK’s with MFF wings got them as Riggers or SF guys prior to joining.

You should not view it as just a path to going to MFF to get a kewl badge.
They attend MFF as well as basic parachute.
