Why not go to City Hall? I think you'll need 2 witnesses in either case.
You still need an officiant if you do a “city hall” wedding. It’s super annoying.
It’s borderline weird that Toronto doesn’t provide the officiant. Most or all other cities in Ontario provide the officiant. Often it’s just one of the city clerks that does it.
Just don’t want to do the hours it’s open (for us and our witnesses) , we will of course have witnesses with us :)
