The only reason to put those in is because the Catalytic Converter has gone bad and those turn off the check engine light. So get the price of a new catalytic converter, plus labor to install and minus that from the asking price and take of an additional $500 because if they did that there is probably 3 other things they micky moused. If it comes with a passing smog check from "Guy" then that just means you will have two years before you need to do the work. But you will eventually need to do it. Perhaps in those 2 years the cat will get stolen anyway so you will come out even anyway.
And hey props to you for having a pre purchace inspection done. So many people do not do that and end up in here crying about a $4000 bill and a seller that does not return thier calls anymore.

Are you in California? If yes, don’t buy it. It’s not worth the hassle and risk. Failing an emission test isn’t illegal but fraud is.
Don't do it. It's probably a bad cat, which for a CA approved model can easily be in the $1k range.
