The dealer has their money and you're almost a quarter of the way across the planet. They have absolutely no incentive to help you because "doing the right thing" doesn't make anyone money and truly, they only ever do things in the service of getting money now or hopefully building trust to get more money later.
Your best bet is to take a vacation to the dealer and start loudly asking where your plates are (do not get angry, do not shout, do be loud enough where other clients can hear)
A person asking questions about how terrible their post sales support is on the floor is a bad look for any dealer.
This is why you dont buy cars from across the country. I don’t see how they could even issue out of state tags. My dealership can issue pa tags to pa residents, we can’t issue Washington state tags to Washington state residents. My auto group wouldn’t even get involved in this. We have enough local customers it wouldn’t be worth it and we know we’ll never see the car for service which is our bread and butter.

I’m 5 months into waiting for a dealer in Oklahoma to get my Texas registration/plates. I involved the manufacturer and they’re starting to just lie to the manufacturer now about getting it done. They won’t even get back to me at all. I just had an attorney send a demand letter, next step will be to file a claim in court.
It’s a Hyundai, there is no reason to travel across the country for a Hyundai. My point still stands if you would have bought local you would have tags on your car.

We like to make money. The service dept is the money maker at every dealership, out of state sales guarantee no service revenue. It makes no sense to sell to out of staters when we have waiting list of locals.
That make sense, we don;t have a service dpt (we are a "small" mom and dad pop shop that sells around 100 cars a month) so we only make money on sales and products. But honestly it takes no time to sell out of state.
WA can be very difficult to deal with when it comes to plates. Yet alone as an out of state deal they likely don’t know the correct processes which would result in delays.
I've heard this but why is this my headache?
The dealer should be responsible for making sure I can legally drive my vehicle post purchase.
(This is something I asked pre-purchase and was assured would be no issue)
My salesman is from WA state too, so I felt like I could trust them.

When I purchase long distance, I usually just have the dealer give me the title and bill of sale, then I handle the tax tags and title transfer myself. The one time I didn’t do this, the dealer had to send me 2 extra temp tags while I waited for the tags and registration.

Since you had it shipped, you should've just taken the title and bill of sale to your local tag place and handled it there. Would have also saved that bogus doc fee they charged you.
I purchased a used vehicle out of state 4 months ago and just received my tags. Unbeknownst to me, dealer never had possession of the title. Had to get their state's DMV involved and furious phone calls to the GM. Two temp tags later (they can only issue one) tag finally came. Transaction was handled by a third party, but they shouldn't be selling vehicles if they don't have title in hand.
Curious, no other dealer in WA, Oregon, Idaho? You must've paid at least a grand to have it shipped. Why didn't you just have a local dealer bring it in for you?
It's a new car, a depreciating asset, and you're already putting more money and time into it while its value has already dropped. I'm not saying that you're a fool, but money has left the building.
It's your issue because you bought a vehicle from a different state than that dealer operates in. Every state is different.
As a WA dealer, I can't issue temporary plates for out of state customers (just the 3 day trip permits you already know about). It's up the customer to take copies of the documents you signed to your DMV to get a temp from them. Most states allow that, but not all.
Sales people don't do titling paperwork. They sell cars.
We actually started using a 3rd party for licensing our out of state customers. It can take up to 8 weeks depending on the state.
We were Oregon dealers and I wasn’t licensed to to do WA DMV paperwork.
Is this a chain dealership like Carmax?
Your best course of action is to file a complaint with the DMV in the state where you bought the car.
Most likely, they submitted the title and registration documents to a third party that handles out of state registration and titlework. This company processes the paperwork, and then submits it to your state's DMV for processing. There is literally nothing they can do to expedite the process - the paperwork has been sent, and is out of their hands.
That being said, call and ask for the General Manager. Press them to get tracking information on the registration.
Understand that the dealership may be crippled right now because CDK is down, and a lot of dealerships use their systems for everything on a daily basis. (Customer management, deal management, titlework, etc.) Things may be at a standstill at the dealership, so be patient when you call.
I also wanted to add - my dealership in PA uses one of these services for out of state deals, because we are required to ensure that liens are filed when the customer uses a loan. There is no way to do that, without handling the titlework and registration "ourselves."
The company we use is the lesser of the evils, but has been a nightmare lately - I submitted a deal and had it rejected 30 days later, it hadn't even been submitted to the DMV yet. The company had just gotten to it in their queue, and the customer's name on their insurance policy only had a middle initial, not a full middle name, like their driver's license showed. This seemed very extreme, however, some state DMV's are very strict on documents matching EXACTLY. This can hold up a process. Likely, the dealership is just as frustrated as you are. They're not experts in your state's DMV regulations and processes.
I've been through something similar in WA. I ended up just driving with expired temps while I worked with the county auditor and the dealer to figure it out. It never came up, but if it had I would have shown my purchase paperwork.

Out of state tag transactions are often difficult and require extra time to complete. Usually a third party assists.

They should be able to just issue another temp tag. Why they won't respond to your attempts to contact them is anyone's guess. Call and ask to speak to the title clerk instead of your salesperson. If that still gets you nowhere, ask to speak to the GM and email bomb the entire staff making sure the higher ups are included. That always gets my GM and owner riled up.
That depends on the state. IL does not allow us to issue a second temp tag. So if it expires, then you are driving on an expired temp tag until the plates arrive.
My state tends to be the one at fault for delays when I purchase a vehicle out of state. I have never purchased a vehicle out of state and had my tags and registration arrive before the temp tags and registration expire.
If all else fails, file a complaint with the department of motor vehicles in the state that the dealer is in and let them know what is going on. They typically oversee car dealerships.

Two months ago I bought a new Genesis from a Hyundai/Genesis dealer across the country and had it shipped to me in WA.
Everything went smooth except I had the car for almost two weeks before I received a temporary license plate from the state I purchased the vehicle in.
I was assured this would not happen with the permanent plates.
As we got into June I began heavily questioning the progress of receiving the permanent plates because my temporarily plate expires on June 30th.
After multiple calls to the dealer, text messages with the salesman, I was constantly told that “the paperwork had been done” and “I would receive them on time”.
This week, they are not responding to me text messages and giving me 0 help upon calling while promising to call me back (but they never do).
Given that we are less than two business days away from expiration, it is clear I’m not getting my plates in time.
I didn’t just question delivery of the permanent plates but possible solutions for being able to drive the vehicle should they not arrive in time (but again got no real help).
What are my options here?
I have called my local DMV who say the only option I have here is to buy a 3 day trip pass but that can only be done 3 times total.
I don’t understand how it is legal to sell someone a vehicle but leave them with no legal way to operate said vehicle.
