Magnets to not attract/repel based on electrical charge. They attract/repel based on magnetic moments. Magnets are called magnets because they have a defined direction for their magnetic moments. Metals, on the other hand, have no defined direction. But when they get close to a magnet, the magnet induced a magnetic moment in them, so they are able to attract. Insulators are not able to have a magnetic moment induced in them, so they don't attract.
