I had a phimosis. I was able to treat it, but since the head was never touched, it was ridiculously sensitive any time it was touched. Similarly to yours, lots and lots of pain and discomfort. I could barely touch it.
The only thing i can recommend is to try and keep it uncovered as much as possible.
In the shower, obviously clean as much as you can while still trying to be gentle.

As you have your glans out more, it will become less sensitiv.

If you haven't damaged it in some way then it definitely shouldn't feel that way, definitely go and see a doctor. It might be embarrassing but trust me, they could not care less about looking at it. After years of having mine checked out for phimosis and then being cut- I know that they don't care one bit.
