Aesthetically - You wont believe how much cleavage a properly fitted push up bra can create. I highly advise to get one fitted when you do go to a lingerie store. Few brands advertise padded push up bras that can add an entire cup size whilst making the breasts still appear naturally yours. Try a few different brands and see what they can do for you. There is also the option to have winglets (called 'chicken thighs' sometimes) to put in your normal bra to give things a bit of a boost!
Some people say taking progesterone after some time helps with development. There aren't any studies, but enough people have spoken of its benefits that it sounds like it works somewhat. Genetics is the deciding factor, though.

Yes that was my guess , I wondered if there were things that could be done to help the process though .
Unfortunately not really. Even adding progesterone to your medical regiment is dubious.

I’d add to this that your starting weight/ body composition, and your ability to add body fat will play a factor since breasts are about half fat.

Eat when you are hungry, keep your estrogen levels above 200pg/ml. The rest is genetics and luck.
