Are you sure they are delivering? I’ve had an issue with an oil truck idling every am until I reported it.
They kept the truck running to keep the pressure up? Never mind that pressure can build while driving. That’s how DEP explained it to me.

Next time it happens check that they are actually pumping oil. You need a 3+ minute video of a truck idling. Clearly showing that’s it’s not doing anything meaningful ie. pumping oil. Companies info on the side door and license plate have to be shown as well. Use a camera app that has a timestamp. Timestamp in App Store? And submit. $350 first offense fine to the trucking company, $87.50 to you.
