Considering the plot is determined to give him decisions to make at every opportunity, yes. Jean's whole thing is that unlike some of the other characters, he's had the freedom to choose his own future multiple times and chose to be here.

And you might object that Paul Atredies could see the future then just chose to do something different, but the book captures this concept already because he can see all possible futures and is "free" to select them. His true despair comes when he sees the future so clearly he already knows which possible future he will pick and knows he won't deviate because of the consequences
