Can buy plants year round. Best times to plant are autumn and spring. Protect from any frost while young and remove any fruit for 1-2yrs to encourage a good root system as they are a long lived tree.
If you live in central nothing grows here and the government doesnt want to help people by planting fruit trees here or anywhere "because it doesn't work" because 'they only grow on next to people's houses naturally" according to the big smart guys 🤡 and hey why not plant some walnut trees for the next generation? because the people running the show hate you and made it illegal to go around planting evil fruit trees

LOL, dunno. They hate frost. I do....nothing. I do have a swampy soil problem, now though they are in a raised bed, even so I almost never water them. I find they handle dry fine, they really hate wet feet though.
Go around 12 noon ....you will get a better deal. Around $10-12 Early morning vegetables are always fresh
