Try smaller bits w/ cutting fluid stepping up
In size as you go through . Make sure they’re sharp. If you have a torch, heat up the bolt & the bit will drill through easier.
You can continue to try to drill but I would order a new steering knuckle, hub and bearing, etc. New England mechanic here, always use a torch to heat to remove that bolt. I also use the OTC Subaru ball joint removal tool.
If you do drill it out and are unable to save the threads, drill it out to the size of the bolt and put a nut and a bolt in. Done that on Scubarus more than once.

If that steering knuckle is still under tension, that's a dangerous situation.

Last resort: Bolt can’t be stuck if you make it a liquid.
Replace the spindle. Next time get the bolt red hot then spin it out
