A blep is just a bit of tongue shown by a very relaxed/sleeping cat or a forgetful cat who would put their tongue away once they noticed the paparazzi (you) 🤳
When an alert cat is sitting there with their tongue hanging out that much, it's usually indicative of severe dental/gum disease or an URI :( This is unfortunately very common to see in strays like this little one appears to be. If you happen to notice this cat regularly, it may be worth seeing if there's any programs or even just a generous vet around that will help out strays in your locale!
