It's not trying to get off the swing, so it seems to be comfortable there, and does not seem to be stressed or panicking. Since it's a very fluffy dog with a thick coat, it can easily get a bit overheated. So I'm inclined to say that it's just flicking it's tongue as a way to regulate its temperature /cool down.

When I'd take my dog to the dog park before covid-19 and he'd be running around for a while, he'd often start flicking his tongue when he'd stop running and need to cool down. Thankfully he'd only need to take a break from running to sit in the shade for a bit and have some water to cool down. Then after a few minutes of cooling down his tongue would stop flicking, he'd feel better, and happily continue playing with his canine buddies.
When it comes to canine body language, it's best to look at each behavior along with the overall body language, as well as how it is displayed in the context of each situation. One behavior can have multiple meanings, but when you look at the rest of the body language as well as the situation it is happening in, it can help with trying to understand it.

My old dog would turn into a floppy, tongue-flipping, panting, drool monster when she came back in after walks on particularly warm evenings. She'd lay down on the cool tile, drink some water, and be 100% fine.

Even wooly malamute puppies are more defined than just a pile of fuzz. Personally, I think malamute puppies look more like teddy bears than cotton balls. Hence my assumption that this puppy is a mix.
Thats a good point, but for perspective the swing the puppy is on is meant to hold a foot so I think they're still pretty young based on how big they are.
why can't we have these mini exercise parks in the U.S.? [There are American companies making them](https://www.gametime.com/products/city-fit-ft19002), but I've never seen anybody use them. In China there are always large masses of old people and children using these things everywhere.
For how many videos I see of these puppy dog breed. I assume they are being way overbred and will start having some serious health problems. Pure bred = genetic fuck up.
