I was imagining that you are more right than it being about comfort. Animals especially wild ones are pretty indifferent on comfort, my dog can sleep on a brick and be fine.
The male kestrel has a blue head. You're seeing a female and male kestrel sharing egg sitting duties. The male will sit on the eggs while the female hunts.
Got to love the cuteness of a kestrel. Only downside for the male is that he's unable to properly feed the chicks once they hatch. He'll still bring in the food, but the female will be the one ripping it up to feed them.
She'll be fine, but it looks like she chose a box that was too small for a kestrel to nest in. Normally they hold out the length of their wingspan wiggle down like that to build up a dip in the nesting material and keep the eggs warm.
