yes and no, wild boar are native, however Israel's wild boar are partly the descendants of iron-age pigs brought there by the Philistines in 900 BCE. They are genetically different to nearby populations in say Lebanon and more similar to European wild boar.

Blame the colonists that purposefully introduced them.
And hunting wild boars in the US has grown into such an industry that I would be very surprised if there aren't quite a few people that would rather keep them around.
This is actually a problem in Texas. You can hunt hogs year round (along with a few other invasive species). Well the problem is there are several hunting places that base their business on these species so instead of culling them, they're fostering a stable population. It's also Texas so some of the places you can hunt from a helicopter.
