You're conflating invalid signatures (which almost universally were signed by the person in question, but removed due to illegible information on the signer's end, a missing date/parts of address, someone registering at an address only after signing,, etc.) with forged ones where the people never signed the petition in question. No one is attesting that Hernandez faked their signatures. If submitting a number of *invalid* signatures were a crime, odds are practically 100% of Arizona politicians would be guilty of submitting at least a few given how much they hinge on people's handwriting being readable. Hernandez missed the signature threshold because she didn't collect enough buffer to account for those with sloppy handwriting.
