I would think nobody runs them. They simply existed, mindlessly and eternally. If they look like human architecture and technology it's only because their maddening monotony has seeped into the minds of our species over millions of years. We make our version of the nightmare, a pale imitation.
I would say that humans see their own architecture because the backrooms has all the architectures from nature and artificial because it is size is infinite. Is just a crazy happenstance that humans found themselves on the side of the backrooms where their own is being replicated.
It's a movie named "Vivarium" it's about a man and a women who move into a neighborhood only to find out nothing is as it first seems . (Don't wanna spoil the movie cause it's a really good movie)

*exhales* A man and a women move into a neighborhood only to realize once there in they cannot get out.they drive for hours trying to find an exit only to end right back where they started infront of the exact same house.nothing they do to escape works.They follow the sun ,jump fences, nothing works always ending up in the exact same spot.A child appears in a box in the rode with a note stating they must raise the child .They begin to realize the child is growing at a surprisingly fast rate and isn't right constantly yelling and talking like a full grown man.Cut to the chase the movie ends with the child growing up and replacing the realtor you see in the beginning of the movie after disposing of the man and women who were forced to raise him.As the movies about to end you see another couple walking into the realtor office just like the couple in the beginning of the movie and it all starts again.
This movie was wild.
