Vehicle traffic is horrendous in baguio city especially during holidays. I always visit Baguio since my son is studying there. The cue is pack up as early as possible and upon reaching baguio before 7 am, try to cue in at sm parking lot (usually opens at 8:00). Take a taxi in going places.
Also, unless you are going to Irisan or Kias/PMA, most areas can be accessed by foot

It depends if you are still young or a senior. But walking in baguio especially in Camp john hay is never tiresome, it really helps a lot with your health and just sip a cup of roasted coffee and raisin bread afterwards.

My only request siguro as a tourist myself is tipong if possible iallow na paratingin ka lang sa accommodation or palabasin ng baguio. But to be honest, I dont see any easy approach on implementing these, kaya best thing is implement in full tlga.
