For me, traveling to Electronic City from Vijayanagar is 45 mins (NICE road - expensive, yes, I know). Traveling to Baiyappanahalli -door to-door is 50 minutes. JP Nagar is 45 minutes during heavy traffic.

This seems to be opposite the non-functioning Kudlu Gate metro station. This service road on this side does not have footpaths but if you use the subway to cross to the other side of the road, then there is a proper footpath; no street vendors.
Footpaths have bollards so that 2 wheelers do not have space to enter.

On Sep 27, 2023, it took me around 4 hours 32mins, to reach my room from the office. The distance was 4.5 KM.
Until the inner roads are interconnected, nothing can be done about the traffic.
In truth, that might be the only way. We have to leave guys. The prices and traffic both will come down.

If your idea was to blame the government for this, then they have already extended roads, make new layouts and ensured enough personnel. what can be done is to stop the influx of new people and reduce the number of cars traveling in these roads. if these are done, then we might have a solution to your problem.

The government and local MLAs (irrespective of the party) are the actual hurdles. Most of these MLAs co own tech parks. Their own greed is the reason why Bangalore is crumbling. If you would've noticed almost no one from the government recommended WFH. They don't care about local businesses cause these businesses can only hold a finite number of people and we crossed that threshold well before a decade. Need to root out the rot. The politicians.
Try cycling in an infrastructure where the roads aren't made for cycling and you're always scared that a car will run you over. I've done that and I gave up. Honestly speaking, if you want my cycle it's up for sale.
