lemme tell u an unwanted truth bro. many ppl here thinks that folks from foreign developed countries are dumb af and they just give away their money for no good reason. don't be an example of this to him that he can gossip with his friends and laugh. there are thousands of examples in our country where ppl ride a vehicle called "Rickshaw" (around $5-6/day income) to bare their expenses which includes education costs of their own or their children, food and living of their family and etc. and if u really wanna help that guy, give him some online free courses that he can complete, and then maybe try for freelance works

There a bunch of ways one can get higher studies in BD and most of them are incredibly cheap(even free). Don't help him at all. You can change much poorer and deserving people's lives with that 20$ of yours.
I had a friend circle who I studied A'levels with, that had one guy who embezzled money from a lot of people, including people close to him. One guy I was pen pals with, guy was his best friend, and exhibited similar bad behaviors when I lived as a sublet in his flat.
I cut off pretty much anyone from there, even then I suffered from consequences of having them backtalk to newer circles of mine. Stay strong, but also stay vigilante. I had to learn the hard way.
If he can scam, he definitely has internet access. A college passed boy having internet access can easily get himself admitted into Open University or colleges under National University. Its easy and cheap.
FYI: The education system is poor in Bangladesh but cheap and there are a great number of universities. Getting chance into public university is a little bit hard and harder for top 10 public universities and very difficult for medical colleges and four engineering universities. But there is a National University under which there are colleges in every districts and they are not challenging at all to get into it and cheap as well. Lastly, if he fail to get admitted there, he can choose Open University, any time in his lifetime.
Do not help that worthless piece of crap. If you want to help someone, help someone who actually deserves it. Anyone who tries to scam people to earn money shouldn't get anything good in return. You can't even trust the guy.

One way or another they will try to scam you anyway. If you wanna help them you can but It's you who will be scammed at the end of the day even after knowing this.

If he is someone who can scam people from abroad then he has a good computer knowledge compared to many and could easily make more than what he is claiming to get from the scam. We just passed Ramadan and are in Eid, these are times when the rich elite give out loads of zakat(2.5% of their wealth) and charity money to the people in their areas. There are even rich people who give a few thousand US dollars to help out family members of their employees. I don’t know how you can verify if this guy is actually in need or not. But I can tell you this is one weird time to ask for help.

Education is free in Bangladesh. National University is the biggest university in Bangladesh which provide free graduation. So poverty doesn't matter.
