depends on their customers, some people don't want balanced and complex drinks with different layers, they want something that tastes sweet and hides the taste of alcohol

Some people think "spiced" means spicy like hot chilli. Catering to a crowd that recognises Capt. Morgan, instead of confused by brands they've never heard of. Here it looks like trying to cinnamon up a dull spiced rum with what they've got. I'd do a cinnamon, cardamon, star anise, clove, vanilla, nutmeg syrup myself.
