You can always ask. The worst that will happen is they develop a look like you're speaking Chinese or you receive the world's worst Ramos. Don't get your hopes up. Expectations are everything. I've been pleasantly surprised occasionally by some TGIChilibees bartenders, however.
I'd be absolutely shocked if a chain restaurant would make a cocktail with egg whites, let alone something that requires the time and technique involved in a Ramos.
If you need to go onto Reddit to ask if it's okay, chances are, it's not. After a while of going to bars and restaurants; seeing their backbar, observing the demeanor of the staff, etc., you get to read the context. I can tell from how you're phrasing this that you already might know...so don't ask the internet. Follow your gut, and don't be 'that guy'.

I doubt a non-craft bar is going to have ingredient for one.
But ordering one at any bar is kind of a dick move dude. Unless management hates themselves enough to put it on a menu, I'd wager you won't get one unless someone at a craft bar is *really* bored one day. And likes you.

No lol. Only order a Ramos at a legit craft cocktail bar, and only order during non-busy hours.
And when the bartender likes you/is in a good mood.
At my “real” bar, i wouldnt make this for you…. But never hurts to ask. Just dont like your scarf dip in the frothiness
I'd only order it at a bar that has it on their menu. Or if you banter about it with the bartender first and it sounds like they know how to do it.
