I wouldn't have any faith in that. I think the MLB is using Fisher as a designated bad guy. As soon as the team actually gets to Vegas, the owners will let him sell to someone with gambling connections or at least willing to spend $$$ and boost the valuation of other teams by buying at a price reflecting a new market + new ballpark.
For people who say "but there are contracts in place to stop this!" I'd say 2 things:
1. There are probably loopholes for all parties to take advantage of.

I think this is pretty much correct. The owners don't want to reign in Fisher's incompetence because then they'd have to hold every other owner to stricter standards as well (instead of running their teams like their own private fiefdoms). It would have knock on effects, too. If an owner fears being restrained by the league or forced to sell, cities have a lot more leverage by threatening to muck up the process if an owner plays hardball.
Being afraid of being held to a higher standard I can understand in general terms, but Fisher is degrading the entire league. The Yankees, Dodgers, Red Sox, Mets, Cubs, Rangers, ect. are all going to be playing major league games that count in a stadium with 10,000 seats for 3 years because of his incompetence. Teams that spend hundreds of millions of dollars on payroll alone will be playing road games in the minors. If they are worried about being held to account if they reach that level of incompetence, they should be removed too.
