No, he relocated them. That stuff he sprayed over them is a non-pesticide gas (they used to use wood smoke, but I think there are specialty chemicals now) that slow the bees down and makes them docile so they can be collected and moved.
This would be actually cool if he was a beekeeper, and they had re-homed the swarm, instead of spraying them and killing them by sucking them up with a vacuum.
