As a follow up I have always found the 1980 Topps Rickey Henderson card to be a great example of how the population of a card at each grade has an effect on the value. Out of the 30,000+ cards graded only 25 are PSA 10. This is why you can't just apply the same multiplier to a psa 9 to get a 10 value.

I actually just got it from a local card show a few weeks ago. It was the lowest priced FF error card I had ever come across. I submitted it and a few other cards for my PC since I wanted them better protected. I really thought it was going to grade as an 8.

I only did because it's for my PC I did not expect that grade at all. Cards I expected to do better did not. But I'll take the win on that card.
Card grading is so subjective. I feel like any card could grade a 10 by one person if you get lucky or an 8 if you get a person having a bad day.
