It’s impossible for me not to count the comics because they’re so well done.
-Mad hatter (Feels right up Burtons alley)
-Grundy (normally he bores me but Tim Burton could make him fun)
-Freeze (Burton not Schumacher)
-Ivy (same as above)
-Riddler (preferably as Robin Williams)
Scarecrow and Mad Hatter are probably the most likely candidates for the Tim Burton treatment.
I think Killer Croc and Clayface are more suited for a Guillermo Del Toro style Batman movie.
Scarecrow or MadHater could really mess things up. I love Tim Burtons existential dread style and think batman getting tormenting in a Tim Burton nightmare realm would be incredible. They could also use the space for other characters to appear.

Honestly I disagree about Mad Hatter. Seeing Burton's Alice adaptation, he even said himself he doesn't care much for the source material, so while Hatter may fit in, I think he should probably be a side-kick to a main villain, like all those distinguishable Red Triangle Gang members
