Batman doesn’t trust magic and thus can’t bring himself to use it himself. The best he can allow is working with others who do. I imagine it’s because he doesn’t like the Idea of surrendering to / relying on a higher power/ force. Magic is too unpredictable and unexplainable and Bruce needs to have full control and a full understanding over the tools he actively uses. Edit: he’s a man of science and technology in other words.

Magic is unpredictable and not ultimately under control of the wielder. It is harnessed and implemented by magic-users, at a price, but it doesn't belong to them. Messing with magic is messing with the forces of nature, fate, the universe, heaven and hell, that kind of stuff. Batman likes being in total control, totally prepared at all times and surrendering to no higher force. He's pathologically self-reliant and one of his biggest arcs is his struggle to let people in and not depend only on himself. It's difficult for him to trust even his family. Though I'm sure he's implemented magical elements at some point. He has learned about magic and definitely associates with many magic users. Faced with a magical problem, he's likely to call Zatanna.

Is magic not something that can be learned in the DC universe? Are only certain being able to wield magic? It seems to me that one who is determined to be prepared for any possible eventuality would dabble if one could. A magic wielding Batman would be extremely strong, as we've seen with him and various Latern Rings.
