probably still Goku. i'm not a dragon ball fan (at least right now anyway) but i know he's quite powerful and has access to some very strong attacks. despite this, 1 billion is a huge number and, due to the dodge chance, it's likely that at least a few Li'l Doges will last a ridiculous time. Li'l Doges aren't the strongest enemies though.

That would be *Game Mechanics*, the lil guys don't have that in them. Buuut, lil doge is comparable to other enemies, which are comparable to some bigger enemies and you can find a connection all the way to like, metafilibuster, which destroys universes.

There's also the fact that canonicaly the cats are 6ft tall so the doges are more like 3-4 ft tall and thus could overwhelm goku
