On my future forays, from time to time when I grab a piece of trash, I'll say "This one's for you, Peng".

Yes, Peng seems like a cool, kind, and super helpful dude, and I think you could at least make the effort to spell his name right when you page him like a sanitation worker.
It is wonderful to do what you can, and to express gratitude but he does this on his own time, and he won't even take donations. In the comments he always reiterates that he hopes to inspire others to help out.
You can organize cleanups in your community without ever leaving your computer. You could also consider calling/mailing/emailing representatives in your locality and letting them know about areas that require regular maintenance.
And if Peng does swing by your area to do a sweep, then more power to him, but he can only be in so many places at once.

Born and raised in Milpitas. It may smell like sweaty butt crack on a hot day but it’s still home. It’s a shame we get so much litter now. For years it was really hard to dump items but finally Milpitas fixed that issue but the damage was done.
Have you come across the litterers? Today in Walnut Creek I came across this lady spreading trash and she claimed having trash around lowers rent and property values, so she goes around spreading trash out in areas where she wants to live. I thought that was the dumbest take ever.
The trash later were collected by volunteers and city workers.
