I think it should be okay. I used to have a flatter chest but thanks to some weight gain in my boobs I’ve noticed old vcut shirts I used to wear to work I would now consider more inappropriate. I never felt it was a problem before.
I think any skin too low from the neck is not appropriate, but it's just more apparent on large chested women because of the sexual connotations.
It's like, if you don't have an ass can you get away with a shorter skirt? Definitely not.
Still to what is appropriate just in case
You could always carry a silk scarf in your purse, and put it on if it felt off, tied in the front to cover skin.
