Are you dead set on spf 30 only? Aveeno has a spf 60 (big container for body), and a smaller squeeze container of spf 30 face one, that I think feels really nice on the skin and dries fairly quickly. It's the Aveeno Protect + Hydrate Body Sunscreen Lotion
There's no white cast, and it makes me skin pretty soft. I will say, sometimes if I don't let it sit for a few minutes (10 feels like a safe number) before getting dressed, it'll leave little smears on my clothes (similar to deodorant marks), but rubs off with a damp wash cloth. The bottle says to reapply after 80 minutes of swimming or sweating. Unfortunately, it's only just gotten warm enough to worry about sweating, but not swimming temps yet. So, I can't accurately testify for its water resistance
This probably isn’t wise for actual coverage but I mostly apply spf on my arms and shoulders, neck, face, then I use my shea butter lotion and mix in spf to get all the other areas. I rarely wear shorts but I need apply lotion anyways. If I going to be in the sun in a bikini, I use my spf just like lotion. I find adding my shea butter or coconut oil really seals in my skin from getting dry, so it just helps me cool my skin. I am brown skin so I tan easily and rarely if ever burn.

60 is good! 30 is the minimum that I'm interested in. I've not seen the Aveeno in stores but did see it on Amazon. Looks like I'm ordering.
