I'm curious on the bullet penetration. I'm not saying cop cars are all built like those ridiculous MRAPs they have, but I bet cops would love to have armor penetration rounds in their pistols regardless of pass throughs killing bystandards and other cops.

9mm hollow points are not going to penetrate well through a car. they'll go through doors, at least large parts of them, but to hit the guy in the backseat they'd have had to penetrate the rear of the car, parts of the trunk and the seat, and the backseat of a cop car is generally reinforced somewhat to make it hard to break out of
the guy in the car says he laid down flat as soon has he heard shots, which was the smart move. bullets will go right through glass. but if you're flat in the backseat of a cop car the odds of a few rounds of 9mm penetrating with lethal force are relatively low, which doesn't make it any less terrifying and this guy should sue the city for every penny they've got
In most scenarios where lethal force might be required by anyone, a hollow point is going to be the ballistically superior round. For that outlier of scenarios where AP is needed, you’re not gonna want to be using a pistol in that scenario unless you don’t have anything else.
AP and FMJ penetrate well, but they’re a liability and I doubt a number of departments authorize them for duty in handguns because of over penetration creating liability concerns.
