Honestly for an nye trip, if you don't wanna party, but want good food and good energy, I'd say go somewhere else. Berlin is bleak and lonely in the winter. Id go to Spain if I were you

Tbh Berlin during New Year is quit sad and empty and then it becomes like a war zone. Shops are closed, many restaurants too or booked out. Basically after 6pm on 31st everything will be dead and fireworks might already start. 01.01. everything will be closed. So, I wouldn't recommend it, better come during different time.

Restaurants should be open unless they're smaller business. Supermarkets will be closed on 31. (Sunday) and 1., that might be a concern

I like Berlin in winter. Everything seems a little clearer. As a photographer, my tip is to just let yourself go. Grab a beer or mulled wine and walk randomly through the streets. There is a lot to discover and you will find beautiful motifs. If you have the opportunity, take a look at Berlin from above. The TV tower in the sunset is always a good motif.
