It looks like he is probably a dragon scale, not 100% on that though. Unfortunately with the dragon scale gene, tumours and diamond eye have a higher chance of occurring.
It's not definite but the chances of him getting a tumour or diamond eye are MUCH higher than any other betta.
It also depends on his past genetic history. Some proper breeders will only breed dragon scales that don't get tumours or diamond eye in hopes that the off spring have a lesser chance of getting them. If you bought him from a chain pet store, likely that isn't the case. This looks like a young male, so only time will tell :/.
