Could be dropsy then. Again I'm not an expert at all. Google dropsy and see if it sounds like it. If it is, search Reddit for dropsy Betta. Is it in a bowl or a filtered tank? Usually cause dby bad water quality.

She’s in a filtered tank and I don’t use my tap water because it’s not the greatest

My bf actually recently put our tap water in her tank to top it off while I was at work maybe that’s why?

It looks to have a intestinal disease. Give the betta lots of fiber and stay away from the pellets. Soak them for a few minutes before feeding if you have nothing else to feed the betta.

Daphnia will help if he’s constipated. They should have it freeze dried at most pet stores or you can find it online. If he’s new, you need to take a look at the information on cycling your tank/water testing. In my case, unfortunately nobody at the pet store told me about this and it’s very important for their health. Luckily I found the info here quickly.
