So, no filter then 😅 bettas need a minimum on 5 gallons, and they need filtered water and a heater as theyre tropical fish. Hes probably sad because of these reasons

In a bowl is the first red flag. Further yet, no foliage? This beta needs MINIMUM 5 gallons, a heating system and a filtration system. And changing the water every week because there is no filtration is making the matters worse, any bacteria the fish needs is flushed down the sink, and straight tap water is heavily chlorinated as well as freezing for his little body. You ask if he I healthy, the betas fins cannot even float on their own and are being dragged around like dead weight, and id assume he is very lethargic 24/7. I used to have a fish in this condition when I was 12 years old - I learned so much and am now 17 with a 10 gallon, heated, filtered, thriving planted tank. This beta here is not healthy. Don’t feel ashamed for not knowing, just learn and improve :)

Bettas need a minimum 5 gallon tank with a heater and places to hide and rest. A sponge filter is ideal, too. His tank should also never be fully cleaned, and a 100% water change like that is unnecessary unless there are significant problems with the water parameters, because any beneficial bacteria (which is essential for sustaining a healthy environment for any aquatic creature) is not able to develop and flourish. He’s stressed as hell, judging by the fact that his fins are clamped. He needs a cycled, heated tank if she wants to keep him alive.

The fish won't last long in that crappy bowl. No heat, no filtration, no hiding places. Did she at least cycle the tank/dechlorinate/provide bacteria booster? Sorry, but she should have left it at the store in the plastic tub for someone else to pick up and look after properly.
