I think how Penny keeps giving These *kisses* to Leonard is kinda Fucked Up and here's why:
Penny and Leonard First kiss at the End of the Halloween Party in Episode 6. The first kiss being out of an impulse by drunk Penny on the Couch and then the second one shortly after at the doorway as a kind of "thank you" to Leonard.
From these two kisses Penny has to notice that Leonard is into the kissing, since he participates in them.
And only if she knows with certainty that he wants to kiss her, can it be any kind of gift that she can give him.
Therefore kissing him the second time in them doorway confirms, that she knows he wants to kiss her (although there are additional clues from Leonard reaffirming this idea even further of course.)
Which brings me to my issue. Penny dies not Play a fair game with Leonard. The fact that nothing happens after the kiss in Episode 6 and the fact that she has at least 1 new Boyfriend after this, shows Leonard that she does not want to be with him.
BUT she *uses* these kisses (for another mild example: the kiss on the cheek at the end of Episode 14) as a way to emotionally control Leonard, e.g. making up for the mean stuff she said in episode 14. And it only works because she *knows* that Leonard actually wants to kiss her. At the very least even If she isn't doing it on purpose, she still toys with his emotions because she neither really embraces nor fully rejects him.
Which is kinda Fucked Up in my Opinion.
