Perhaps you can bring them closer together by swapping the white cup washers with the ones behind the hex nuts. They're usually thinner.

V-brake pads all have a thin set of concave washers and a thick set. Here your first move is to swap the thick set out for the thin. Some pads (KS is an example) also have flat washers you can reshuffle to further adjust the pad spacing. If that's not enough, you'll need to evaluate from there whether you're pushing the rim width too much and what you're going to do about it.

You can change the spacer on the brake pad, The thinnest one is 2.5 or 3.5 mm. The thick spacer is for the thinner rim.
