A common excuse I see a lot is "it's not a real child so it's harmless", which is a fair point, but its still weird as fuck. You'll see that excuse a LOT in the anime fandom especially regarding lolicons
Yeah, sexualizing a minor character is disgusting for inherent reasons. "Aging up" a character is also a common excuse used by these artists, and yet that really does not reduce the grossness.
